Vision Metcalf
What can we do to fix the problem of empty store fronts and empty parking lots damaging the surrounding neighborhoods? This was the question asked by residents four years ago. As a result, I introduced the idea of rejuvenating commercial properties across Ward 2. It took a lot of convincing to get the idea adopted. This idea later became known as the Vision Metcalf plan and was developed through participation of over 4,000 people. The plan calls for a transformation from aging shopping centers into walkable mixed-use projects. Now comes the hard part - Getting it built! I am committed to continuing the fight to implement this revitalization plan on the council and in the community. This must be done without putting Overland Park taxpayers in any financial risk.
Change Has Started
I am delighted to report that the face of our Ward is improving. You can see it in the new commercial construction all across the Ward: from Ranchmart South Shopping Center, on the corner of 95th and Mission , to Cherokee South Shopping Center , on the Corner of 95th and Antioch , to Oak Park Mall, on the corner of 95th and Quivira. Private businesses are rediscovering the value of our neighborhoods. As these rejuvenated shopping centers open, their investments will be rewarded by you and other neighbors. More changes will follow. Others are in the works and need championing by an experienced and practical council member. Overland Park taxpayers have no financial risk on any of the projects.
Tough Economy
Our country is facing a very challenging economy, and Overland Park’s city budget is not exempt. For the first time in our history, Overland Park is facing a reduction in both sales tax revenue and property tax revenue. We have already reduced the 2009 budget by 6% over the 2008 budget while not increasing the property tax rate. I will continue to focus on managing our budget to maintain the lowest property tax rates in Kansas.
